The lander has to be a league above the LEM in terms of performance due to the retarded mission profile NASA demands so they can use orion, and not to mention that they have two orders of magnitude lower risk tolerance than they did during apollo. Apollo was willing to take 1 in 10 chance of loss of crew.

One interesting point I came across with respect to the cargo versions of the landers on the moon is that if ISRU is done on the moon to split water to get hydrogen and oxygen, starship could still take advantage of that as most of the weight of the propellants is oxygen
