Pesticides and herbacides are not required when you have a healthy ecosystem (in and around your soil) that balances itself and keeps bad bugs and plants in check. Also needed for good soil maintaining itself. But this is rather hard to do on the scale and efficiency of industrial agriculture. It's easier to add things to it as needed in a dead environment.
