he is an esl and not particularly good at languages. He likely didn't actually practise his language skills beyond basic -basic intermediate level, and just continued using his limited skills. He picked up skills over the years but one can live in foreign country for 50 years and still have poor language skills if they don't actively study and practise the language and just rely on talking to people and getting better at it naturally.

saying words isn't the same as having a good vocabulary. if you are using a word intentionally and effectively, you are simply being more precise and eloquent than someone who is ignorant. it is also advantageous for explaining things simply to have a good vocabulary and speaking skills. what you say is not true to that end, and this is obvious when you listen to people.

also it is typically the people with poor vocabulary and speaking skills who keep dropping random words and using words incorrectly or meaninglessly. i don't know why the standards are so low today. people were excellent speakers in the past and had a full range of learning including rhetoric.
