Some coral species begin their lives as free floating organisms with nervous systems, and then when they settle down to become rocks they consume the nervous systems that are no longer needed
The point is that the human brain consumes enormous amounts of energy to maintain itself and function everyday
If something changes in the environment that makes brains less useful (e.g. readily available devices that can replace many basic functions of a brain), then the brain starts to atrophy to conserve daily calories
Thus the de-evolution does not even wait for subsequent generations to be conceived and born, even adults can be metamorphized from humans into phone-brained zombies through this atrophy
There are so many differences between classic humans and phone-brains that we have already bifurcated into sub-species, and the phone-brains have additionally diverged through their hysterical embrace of gene alteration under the guise of medicine
IQ tests were designed for humans, so it is somewhat misleading to apply them to phone-brains. If you make them take a test without their phone they will become depressed, say it's stupid, and not exert any effort - their brain is atrophied so it's too intimidating to take a test
With sufficient motivation their IQ score just measures how much vestigial leftovers of their human brain can still be made to function, probing the spectrum of atrophy
