At the current stage of the business their customer is early investors. What they do now will encourage interest in the product and further investment. That investment will then go on to fund further development and scale up of the product. Once they have a product at market then the primary customers will be the end users but the key role of the executives is still to maximise profit for the shareholders (this is established in US law).
You might see it as unethical but if they don't drum up support now they end up without funding and the technology dies. They're in the valley of death, if they get out there's a chance (however low you may think it is) that the product they envision can come to market. If not then it's a 100% chance that it dies.
You might think "oh but then it'll be picked up by another company" but that doesn't happen very often and often-times many years later.

I don't know if it's cynical and apathetic, I wouldn't say I'm apathetic. I keep my investments primarily in sustainable companies and biotech. As for cynical I don't know, this is just the system as I was taught when I studied accounting (prior to studying science) and biotech finance (subsequent to my scientific degrees).
