The key is in understanding the question is asking for a reduction in CONCENTRATION of potatoes to water FROM 99% TO 98%, NOT reduction in total weight from 99% to 98%.

This is how concentrations work.
To increase the concentration of salt to water from 99% to 98% I would have to put in twice as much salt.
To Decrease the concentration of salt in my water from 99% to 98% by boiling, I would have to boil off 50% of my water.

This is a concentration problem by weight; not a comparison of weights of potato solids to water.

Treat it as a concentration:

If I have a pot of water with salt that is 99% water and 1% salt, and I boiled off the water until it was 2% salty, I would have to boil off half the water, But the ratio of salt to water by weight would be 98% water and 2% salt.
