With the development of behavioural genetics and evolutionary psychology, turns out most of these traits are caused by genes. Even a big chunk of the "environmental" part is caused by genes that predispose you to certain behaviours.

When you say "workout" do you mean literally working out, eating right, and sleeping properly but still not gaining muscle? If so, then yes that is probably a genetic disorder. Humans mostly screw up their genetic-make up but implying you were "made to fail" if you have the "bad genes" is just like saying you're guaranteed being successful if you're intelligent/tall/good looking (sure, those factors do influence success a lot but still are not enough to guarantee winning at anything)

Of course I agree that people can't change their essential set of characteristics, but clinging to genetic determinism mentality to reason things out results in a simplistic defeatist behavior (If you actually want to have a chance at improving at anything you must first convince yourself that you can or at least try to put your mind into it if you're skeptical, otherwise you'll just boycott youself on purpose because of confirmation bias)
Ask any succesful person if they actually believe their success is only due to their genes
