No it's fucking not. This is how actual science fucking works. It is not pointless and is used in science constantly. It's how you can explain physics from a "normal" and quantum level, both are valid and correct and can be used to understand the same event from different perspectives.
If I am a biologist (which I am) and I want to explain why males are more aggressive than females I can give you several explanations that are all valid but from a different level.

I don't get why the mirror test is used as some sort of proof that animals have qualia or not. Any sort of externally observable behaviour could be performed by an automaton.

All the mirror test does is tell you the system you are testing is able to detect its own movements and correlate them to an image it observes, and then use the image to explore itself. At no point is there any reason to think this has anything to do with the hard problem of consciousness.
