Is Walter Lewin right about Kirchoff's voltage law? It's been a while since I took a circuits or electricity and magnetism course, so I really don't know who to believe.

if you want to argue about the definition of the loop rule, then you could argue that he's straw manning a questionable version of the loop rule. fine. one could supe-up a loop rule to be more elaborate (and replace the solenoid with a transformer or something...) but anyhow he's right about the physics

Imo, that's more fundamental than any other law in EM. You can argue that faraday's law or the Maxwell modified faraday law also comes from charge conservation.

Yes. Kirchoff's (sp?) Loop Rule makes the assumption that energy (voltage) is conserved in the wire, which is true UNLESS there is a changing magnetic field in the wire, according to Faraday's Law.
