Because terrible movies need a plot, they have no creative soul to create a deep character and philosophically driven plot like Fallout 1 and people end up eating up trash plots in pop culture.
Think about it, every AI in pop culture has "a malfunction" or a comically stupid villain that somehow controls a virtual god, that's short hand for "It doesn't make any sense logically but I need an excuse for a bad guy" and people, much like with nuclear, worry about "the dangers" and shit like that and end up assuming AI is badd
