Because Jeff Bezos is legitimately a bit stupid. He has no concept of working your way up to something and his main goal is to go straight for giant O'Neill cylinders. He really should've just skipped trying to make his own rockets and worked with Elon to put up a smaller spin-gravity station into orbit for testing. After that work on material engineering, on the ground testing, and production to prepare for Starship and have something ready out the gate when Starship becomes available. After that he could really work on putting some much bigger spin-gravity stations into orbit.
Though that's not why I say he's a bit stupid, to be fair just a few years ago Starship was radically different and basically a pipe dream. Why I say he's a bit stupid is because he's one of the many people who thought the moral of the story was "slow and steady wins the race." This really is like something straight out of a story where Musk and Bezos are the antithesis of each other like protagonist and antagonist. Elon understood the moral of the story was to not let your hubris get the better of you or else it will destroy you.
