I like the concept of Angara rocket but I still think that Irtysh/Soyuz-5 rocket is a better rocket design because it will be easier to scale it up into a super heavy rocket like Energia-5VR

I didn't even know until just recently that Russia was developing the Irtysh rocket. Is it on track for 2025? Why are they developing it instead of Angara A3? Is it because Krunichev needed something to do after Proton?

With Angara A5 replacing Proton in the heavy-lift category and Angara 1.2 replacing Soyuz 2.1V in the light-lift category, Russia are also looking to replace Soyuz as their medium-lift launcher with the new Soyuz-5. The Soyuz-5, despite it's namesake essentially having an upgraded + de-Ukrainised Zenit first-stage instead of the iconic Korolev cross, whilst retaining a Soyuz second-stage. There will also be a modified sea-launch variant called the Soyuz-6.

Actually, they are developing a replacement for both the rocket and the capsule: the Soyuz-5 rocket and Federation capsule.

That depends on whether or not Russia's plan to replace the current Soyuz models with the Soyuz-5 is successful or not. If it is, Korolev's designs/R7 derivatives will cease to fly once the Soyuz 2.1 has been phased out in favour of the Soyuz-5; which as you can see from this diagram, despite bearing the Soyuz name is basically an upgraded Zenit, as shown by it's lack of boosters and single RD-171 first-stage.
