How do you know whether or not the genes are "causing" the mental illness, versus the environment is causing the mental illness and the genetic traits observed are simply common among individuals with similar reactions to the environment?

Thus, how do you avoid a situation where:

the "peace" between individuals is simply enforced by technology --massive prisons, surveillance, strict rules and regulations, psychological coercion and education and brainwashing all to a level never before seen. And the "peace" is just replaced with ruthless competition among rival systems that are laying waste to the natural world. Did I mention you've been brainwashed?
