The part that ripped off in the supersonic airstream was a micrometeroid shield first and foremost. For micrometeroid shields to be effective, they have to have a gap between the shield and the underlying spacecraft that it's protecting. To do this, they designed the micrometeroid shield like a giant springform cake pan. It was clamped down tight around Skylab for ascent, and then in space, the clamp was supposed to be opened, causing the shield to spring out, increasing its circumference and creating a gap of a few centimeters between it and the spacecraft.
This was of course far too flimsy and complicated and it ripped right off.
After that, they continued to build micrometeroid shields with a gap underneath, but the outer panels are mounted securely and not meant to pop off or change shape in any way.

Shuttle didn't just keep us stuck in LEO, it also let Skylab fall because it took so long to get started. Imagine if we had a few more years of Skylab instead of having to schlep up a bunch of tin cans one at a time over many years.

Skylab was pretty good too, until the Shuttle Shuffle killed it before it could get a much needed orbital boost.

Since it couldn't go above LEO, it would have to grab a soviet satellite so low that it needed constant reboosts, just like ISS. Hubble was only about 40% higher and it still needed boosts from Shuttle.
