The point of the program was to avoid doing that. Commonality with shuttle parts means commonality with shuttle JOBS, which were spread across every Congressional district over the course of 40 years. This makes SLS almost immune to the greatest threat to American rocket programs - Congress losing interest and changing its mind. it's 95 fucking tons to orbit even with the gay loser underpowered ICPS instead of EUS, and with SRBs instead of F-1B kerolox boosters. SLS dominates everything still flying other than SpaceX rockets.

SLS isn't even that expensive compared to the Shuttle if you're comparing it for cargo launches - nine times the payload for four times the price. Is it enormously retarded for manned launches? Yeah, probably. Would it get completely shit on for launch pace and cost efficiency if you put ICPS+Orion on a Falcon Heavy? Absolutely. It's still the biggest, baddest thing in the sky until Starship reaches orbit, and that just means the US will own the top THREE rockets by payload capacity.
