If we're going by groups, yes. Blacks are lower I.Q. average than most Whites or Asians. However, that's only average, and specifically, Africa if I am correct. There's also the reason of the civilizations. Europe had a far greater upper hand in accomplishments than the native americans, Austronesians, and Africans did. Culturally, Africa is more tribal. In the West, though, for sure blacks have a higher I.Q. on average than Africa. The reason I can point to why Asia is at the top is that they have a strict emphasis on community and education that some find completely alien around the world.

Also, blacks are not at the bottom, indigenous Aussies are, which makes sense because they never established any civilization, which Africa had a few basic ones.
