Okay so if you stay completely still in the 3rd dimension, you will see a 2-d view of the world, similar to a photograph. 3d effects only become apparent by motion.

So this implies a 4th dimensional being, when sitting "still", would see the world move around like a video. When the 4-d being moves around he would see the future.

How accurate is this?
