Regarding the Tajfel's Social Identity Theory, would it be safe to say that the basis of the theory involving intergroup relations could be used to explain outer group conflict/discrimination and prejudice?

Could this be applied as an explanation of lets say racial incident involving only two people? Since the prejudice is based on discrimination of one group to increase the value of another group, at least I assume that that's the case.
