Doesn't matter, as only NASA is actually planning and able to do it. Despite their recent snag with Commercial Crew the GOP will be damned if we have to continue to use Russian rockets to resupply the ISS. Conveniently, the USAF has been using the X-37 for about a decade and most of the tech has been worked out.

Basically, vote for whatever party that is aligned with the US and will dump the most money into the military. The more F-35s and V-22s your country buys the more XS-1s and related vehicles Boeing and LM can make.

Also, 2030 isn't a realistic goal, NASA will be very lucky to have regular moon missions by then if that. A Mars flight is in the cards more for 2040-60 depending on how things go and how willing NASA is to revive project NERVA. A Mars mission would take 3-4 years per mission. Until NASA is routinely sending probes to Mars (ie to analyze soil and ice and so forth) you're not going to have any chance of a manned mission.
