If we built a spaceship large enough, could we place things in orbit around it? (This is a rhetorical question, keep reading.)

How big would a spaceship have to be to have an object the size of, say, the ISS be able to orbit it indefinitely? What about an object the size of the Burj Khalifa?

Is there a formula or calculator for these things?
