The Douglas admin ended up worming its way into Boeings administration and steadily gate keeping/ousting/taking over the company. Result was accountants and MBAs taking over a engineering enterprise and starting out by separating the administration from the factory floor by building a new shiny headquarter on the other end of the continent.

the case of spacex rocket development is on the other end of the spectrum in regards to bureaucracy overregulating micro management yet will take heavy handed oversight every day over fast and loose industrialists. If the spaceX crew wants less oversight time to jury rig the tower and OLM to a deep sea oil platform and launch from international waters. There they have much less to worry about alongside the chink ecological disaster known as chang rogue fishing fleet
