Tell him to stay away from loans. No degree from any university will make student loans worth it. Tell him to use FAFSA and resources from the college to secure financial aid at a community college, then work his way to a public college. Work part/full-time if he has to, but avoid a loan.

He's not going to like this answer since it has little to do with math and physics, but nursing. If his ego can't handle that, then anything involving surgery is a good choice. You don't want to be this rigid early in life.

ME and CS are more practical in a sense that it has more job opportunities and better economic prospects than chem*stry and phys*cs. If you mean practical in terms of adding value to then ME and CS take up a greater portion of our GDP than chem or physics. We are a service economy - chem*stry and phys*cs don't fall into those categories. If you must go for ch*mistry or phys*cs, I'd suggest analytical chem*stry. If focuses on finding ways to better analyze the properties of atoms and molecules - mostly by blasting it with waves from all over the electromagnetic sneedstrum.

Master's or PhD?
For Master's, I'd recommend emailing with former professors for the letters of recommendations. If you have the time, ask to volunteer for a few hours. Though, I'd recommend waiting until our economy gets better because grad school applications tend to rise during recessions.
All in all, stay your lane, you don't know how good you have it.

Here's something that worked for me:
1. Get a book that has a topic you're interested in
2. Read a whole five (5) pages.
3. If you get distracted by something be it your phone, PC, daydreams, etc, you have to go back and do it all again.
4. If you feel confident enough, start reading ten (10) pages.
It's not much but it's something.
