Idk, his conclusion fell into that overly abstract sort of thinking divorced from cause and effect. He seems to believe that attempts to end atomization are actually conducive to it for the reason that they rely implicitly on individualism. But the only thing that matters, from the point of view of a carlyle for instance, is attaining a sound hierarchical culture. Our present atomization was possible only in the context of its opposite.
