That's not what he writes about. His idea is that ideology can be described by the fourth and final combination (that Rumsfeld didn't think of because he's analytically retarded) of an epistemic state and one's own awareness of said state, namely being unaware of something that you know or believe to be true. This "unknown known" would have the power of shaping your experiences simply because of how one generally strives to keep one's beliefs coherent.
