For 'Great Men,' 'Higher Men,' etc, that's pretty much what he was. He freely confessed that the rabble should be placated/pacified so as to allow their exploitation by Great/Higher men.

For sure he wasn't strictly speaking an individualist. Freedom loving is true in a sense, but it's not anything like most ideas of Freedom.
