Perfectly legal. Project Gutenberg does all the work scanning and proofreading then other people sell it off at $1 each to gullible people on amazon.

Frankenstein and similar books are saturated with versions like this but do some digging and find a niche. Try Emma Orczy's Leatherface. A pulp Victorian rip off of The Man in the Iron Mask, but with the right cover image it will sell.

Just look up Illustrated Platinum Editions on Amazon. Beyond Good and Evil and the Idiot both have awesome covers (currently on my phone and too lazy). They're my favorite publisher, though it sucks that you can't buy them in paperback or hardcover
