he meant that its fun to kill people a la the most dangerous game, but only if they have arms. if they at missing their arms, it is no fun, since they can't punch you or even grab things. also, if they fall over they can't get up. heminway has been hunting armed men for so long that he no longer cares for hunting armless men.
