I don't know, i doubt Hemmingway even knew the answer. What you're quoting is something he said about Faulkner, who was know for using pretty overblown language.

He also meant it as a joke, just sort of a good natured jab at him. The two actually like each other and considered each other to be the best living author.

But both authors show you can do it either way. Faulkner expressed pretty powerful things with big words, Hemmingway did the same with small, sparse language.
