What is the general Perennialist view of the way of the scholar? Picrels argued a lot about whether scholars or warriors should rule but what did they both commonly understand a true scholar to be?

Brahmins aren't scholars, or at least, not merely scholars. The modern scholar is Vaishya, not Brahmin.
As for your question, it is too broad to answer properly. There are many types of Brahmins. Anything from a low level diviner to a high priest overseeing state rites would count as a Brahmin.
