The point of Tom is that he's a natural climber. He may be a professional bootlicker, but he also is always waiting for the right moment to pull the trigger. That's why Logan ended up respecting him and having him as his right hand. He may not be a killer in the way Logan was, who stabs you looking at you, but he will pretend to be harmless and then stab you in the back. He's also quite good at choosing the winning horse. I think out of all the characters, Matsson included, Tom is the only one who is guaranteed to keep improving his position.
