Either of those is a good entry. They don't involve Rastignac heavily so work better as stand alone installments.
If you like them, Pere Goirot is the next step. It's Rastignac's origin story, so when he pops up in the other stories you know what's going on.
I don't know if there's a proper worked out chronological order for them
