When the city man of megapolis takes over the culture of province and appropriates it. When the true expressions of cultures soul is stolen and it's true expression forms are dead.
The soulles city dwelling mass has stopped developing a culture. It just starts to imitate and copy.
So you could say civilization sets in with the rise of huge megapolitan, cosmopolitan cities. Culture starts to be meaningless to them, attack to traditions of culture.
Also imperialism is a sign of civilization.

right but what about Western or Faustian civilization? why haven't it died off yet compare to other civilization long before them despite being almost near dead state it is.
