There is no single resource that will take you to French proficiency.
Is it your first second language? If so, you have to understand that the only way to learn and speak a new language is to immerse yourself in it.
Go through the entirety of the Duolingo course to get the basics down. Then go watch a French movie with French subtitles and try to write the words you don't understand. After this, go listen to a podcast for learners and attempt to emulate all the words and their pronunciation that you hear. Download books on grammar and write everything you can (Seriously, this is important). Force yourself to go to discord and /int/ to try to write in French and swallow the critiques you'll get.
If you have the money, invest in a good teacher to talk to you and force you to use the language. Commercial classes with too many people are completely worthless. On that note, invest in a VPN and play video games in servers from French-speaking countries to speak to the players.
Do all of this for at least two years, and I guarantee you will become proficient in no time.
Too hard? Too much investment?
Cry harder, Faggot. If you can't do this, you may as well waste your money on classes where you'll learn how to say “My name is Mr. Fag” in French.

I took French 1 and 2 in high school and have completed Duolingo, found it to be largely just a rehash of what I already know. Duolingo didn't exactly seem helpful for reading/understanding French texts - more everyday conversation that would be helpful for tourists/travelers, I think.

Most MA programs I'm interested in require a proven proficiency in a European language to be accepted. I'm adding a French Language Minor to my BA, but won't be able to start courses until the fall, which is why I'm looking for ways to work on my skills now. I don't want to waste time.

Thanks for the tips re: immersion. I'll pick up a few grammar books and get to writing

Your conversational abilities won't increase, but your background understanding and ability to read will be a great foundation for you to then engage with the language.

Eventually move to a small town in France so you can live in an immigrant commune together with some Algerian people who will teach you how to speak contemporary French

You might start off being interested only in reading high literature, but you might eventually start to expand your tastes in material in the language until you end up watching evening news from France and trashy TV programs just for the sake of getting some "comprehensible input".
