Yes and yes. Poetry changes the world all the time. But not in the way that most people would conceive it, and setting out to change the world by writing didactic poetry or creating mere propaganda for a certain cause may disappoint an ambitious would-be world-changing poet. I don't want to expand too hard on this, but you should consider where you most often see poetic devices in the modern world. Poetry is still having a massive impact on our lives, it is just doing this in a way that is different than the dainty books of rhymes from yesteryear.
