The execution of rap requires a performative component that just isn’t part of literature.
The two art forms draw on different skill sets.
Some rappers have an undeniably literary manner of expression, which combined with an authentic description of street life becomes pure kino. See, e.g. The Infamous. It is undeniably literary, and this one pf the greatest American recordings of all time.

I think rapping itself is manner of making the spoken word musical in a way that it isn't in the recitation of poetry or the spoken word songs of the past. This is also the reason that it places such a great emphasis on rhyming. That emphasis works to make rapping musical, but it does hurt its quality as poetry.
