Then do a different kind of meditation. Focus on the wind on your skin, or jump between sounds as fast as possible, or repeat a phrase, or count up to 5. There are so many meditation techniques available and one of them will work.

Have you practiced generosity or kept the precepts? I find that lots of people jump over the first stage of the threefold training, which is virtue.
Even just taking a bug outside your house instead of killing it is an action that can help stabilize the mind

Whatever you do can be done mindfully. The meditative mind state is where you just make no distinction between self and non-self. Any kind of productive workflow you get into can be characterized by this mindstate.

Pure meditation (e.g. seated in lotus position) isn't necessary to be a great practitioner.

Oh when I do the most simple meditation it brings up nearly a panic attack OP and it is quite mentally painful. All of a sudden all my thoughts and sadness are there with no distractions.

If you feel this way OP it is a good thing because you can learn a lot from the anxiety.

My advice is realize it will suck for the first 2-3 weeks but do it anyway and it gets easier quite quickly

The idea that Buddhism = Meditation is a product of the 20th century. Associated with the movement for the purification of Theravada Buddhism, first in Burma, then in Lanka and Thailand.
In many (I think in the majority) traditional Theravada monasteries, monks do not meditate at all (!).
(I'm not talking about Mahayana schools - they have their own practices in different).
So Buddhism without meditation is just the same traditional Buddhism, although I am not saying that this is good or bad. Just a fact.
Yes, samadhi is part of the eightfold path, but this is not the whole path, and perhaps in the current life it will be more correct to focus on other aspects. I think there are people who have seriously hurt themselves with meditation.

Of course you "believe in it". When you read a lot of the same content, you literally re-wire your brain. You're just recognizing patterns and becoming more familiar with a Buddhist way of thinking.
But if you don't practice your religion, then I don't think you really believe in it. You just agree with what you read, but you never GO THERE. If you really believed, you would live there, but you don't. So it doesn't really matter what you say you believe.

Cosmologically speaking you are already almost in hell as a human. But hells are neither permanent nor indefinite in Buddhism. But you'd have to fuck up pretty badly to get the gorillion years in hell rebirth.
