They actually are, but that's the trouble with anti-semitism– it frames half-truths in the form of a lie, and then people like you end up trying to discredit the true parts rather than focusing on the actual fictional parts. There are undoubtedly lots of jews in politics, the media, banking etc, which anyone who isn't retarded can't deny. The problem is when you collate these atomic facts into a broader narrative, which suggests that there is a nebulous conspiracy in which jews are wielding their power illegitimately or in service of nefarious ends.

To reply to your question OP, yes it is a forgery of an original great book: Dialogue aux enfer entre Machiavel et Montesquieu by Maurice Joly. There is no mentions of Jews or world conspiracy, it's a dialog where Machiavelli and Montesquieu meet in hell and Machiavelli mocks Montesquieu by proving to him that his vaunted separation of power is useless and does not prevent authoritarianism. It's also a not very veiled critique of Napoleon the Third's regime, and its author was exiled to french Algeria for writing the book.

Skip a few decade and the Protocols appear in Tsarist Russia and is promoted by known Okhrana assets. All the original diegesis is replaced by some weird jewish cabal meeting in a cemetery where all the original political insight and critique is attributed to this oh very secret cabal who happen to low-key brag about this and somehow very incompetently get everything published for the world to know. It became quite the memetic success by appealing to midwits' prejudice against Jews and it motivated quite a few pogrom in Tsarist Russia. It's unfortunate because the original critique is brilliant and is the reason why so many people read this forgery and think: wait, this is happening, I recognize what the author is talking about.
