It's descriptive rather than normative. He's not saying to take what you want by force, but rather that life is always taking things by force, the will always subjugating others for its own desires, the world always a reflection of those desires.

Its not a about using your will to get power in an exterior sense. Its about using your will to arrive at your own unlimited inner supply of power, to hold in you that which allows you to cross the fire and the flames for what must happen; thats why for Nietzsche, Jesus was an ubermensch.
