So I'm buying an obscure book from Amazon US as a foreigner and it says that it will take 1-3 weeks so this made me suspicious. Why would it take so long? Is it a print-on-demand book (the details say it's from a real and famous publisher)? Or is it hidden in the darkest corners of their warehouse and they will find it via a lenghty expedition? Other books don't mention taking so long. Pardon my ignorance, brothers.

Amazon handles the logistics for regular retailers. If the shipping is longer than what’s typical, it’s probably because there’s a hold up with the retailer. If it’s sold by small time brick and mortar, it sometimes takes them a longer time to get the thing shipped, for example.

It’s not coming from an Amazon warehouse, Amazon is just facilitating the transaction between you and the seller. It probably won’t take three weeks.
You might try AbeBooks, they have a lot of obscure stuff and a large network of European book sellers.

You aren't buying it from amazon, you're buying it from Book Depository (which is owned by amazon but is not amazon) who are selling it on amazon. As you can see, it is both sold and shipped from Book Depository. Book Depository as slow because the don't charge shipping fees*, so they select the cheapest (slowest) method of delivery possible. You may as well just buy it from them directly rather than through amazon https://www.bookdepository.com/
*it is already accounted for in the price.
