Start with Political Ideologies by Andrew Heywood & Political Philosophy: the Essential Texts by Steven M Cahn

Start with Plato Republic or with one of the 3 contract theories - Hobbes, Locke Rosseau.

Or get a textbook on the subject before you go into the source material.

You can also read Machiavelli The Prince, but that is more politics and history than theory.

Also you can't go wrong with Kissinger's Diplomacy.

usual liberal leaning college curriculum but he included the nazi theorist too which surprised me, in my estimation you can take out Bodin and everything after Montesquieu if you just want to start out
