I can see why it would be implemented, fanfiction is rarely known for good quality, or even of okay quality. There would be a lot of shit flung at the author, who might be quite possibly underage, creating too much drama.
But it does feel a bit too broad. There is good quality fanfiction, only it mostly belongs to the pre-internet era, so people are rarely aware it even is fanfiction.

Reading older papers and textbooks, it's obvious that it wasn't always like this. Nowadays scientific papers all sort of read the same, even when they aren't really even scientific.
I have noticed though, that this sort of strict, bland writing style—by which I don't mean to say formal since even formal writing can be soulful—is really only followed by lowest rank in academia.
The type of shitty papers in sub-scientific fields that have a need to sound more "sciencey" usually read all the same but the papers written by genuine geniuses always carry a very distinct voice.
I'm probably biased and I'm coming off as slightly elitist but I'm sure other people know what I'm talking about.
