It depends, authors like Baudrillard and Deleuze-Guattari can surely be considered fictional, meanwhile, authors like Spinoza and analytical philosophers could not be said to write fiction or to be using fictional discoursive tools.

But that doesn't really make a strong case for free thinking either way. I think it must be directly related to the aim of the author. Even then that is very vague, since fiction authors are technically creating a reality within their creative expression and would agree that their works have non fictional elements incorporated throughout. Same can be said for philosophical thinking
