In the early days of COVID, there actually were some Executive Orders which forbade people from going out for anything other than "essential" tasks. The one in Illinois forbade people from visiting friends in other cities.

Yes. That's different from it being illegal to go outside.

Orwell took pride in being resilient. He subjected himself to discomfort when it was necessary, but I think he also wanted to confirm to himself that he wasn't an effete intellectual like so many of his contemporaries on the left. He joined a militia in Spain, which I can assure you is much more restrictive of freedom and comfort than being told not not to go out for nonessential tasks. He probably would have responded to OP's histrionics with contempt.
