Most homeless people don't even want assistance, there could be free homeless shelters and drug places but they still wouldn't use those services.

The problem with Soviet Block Socialism wasn't that nobody owned stuff (people owned their cars, their houses, sometimes even 2 of them), but that you couldn't get really rich. There other downsides as well such as mad bureaucracy, secret police, censorship, but these are the downsides of totalitarianism, not socialism.
