Did they not explain that in the intro? Because it stems from an oral tradition. These formulaic phrases, long-haired achaeans, stallion-breaking trojans, bronze-clad argives, Zeus whose shield is storm and thunder, white-armed Hera, etcetc, are all supposedly cognitive techniques that bridge the gap between meaning of story and rythm and cadence, as well as giving the poet more time to think of what to say next. I'm not sure and I guess it depends on the adjective. I believe having seen 'stallion-breaking' used for both trojans and achaeans, but much more for trojans. Same with bronze-clad and long-haired for the achaeans. Some of those are exclusive, especially the ones describing gods, but I'm not sure.

Can someone explain Homer's reasoning behind orchestrating intricate Gods backdrops? E.g. in Book 4 why doesn't Athena simply make Trojans break their word and instead it is Zeus who mocks Hera and Hera convinces Zeus to let her destroy Troy and then Zeus tells Athena to make Trojans break their word. There was enough reasons for Athena to do it herself but why does Homer add this kind of intricate action?
