i mean, i suppoooose but a pleonasm seems more about implication, like suggestive redundancy ie big huge giant tall building or something. a tautology is usually a restatement of the same thing in different terms which can encompass pleonasms but all tautologies are not pleonasms. (again you could say they’re technically the same but they often have diff functions in rhetoric)
