please realize how few truly online people there are. 4,T, and R are the most active "shilled" social media by far and some miniscule portion of the american population is even paying attention. I read that something like 10% of americans have a T account. We can probably assume that only 1/10 of that is for people to discuss philosophy and politics, the rest are to follow celebrity gossip, sports news, comedians, etc.
So don't even worry about it, it's a waste of money for whoever is spending.

combating shilling requires a top-down power structure where people at the upper ranks decide for the lower ones what is true or not. without this, all information is roughly of equal value to the people in the lower ranks and so it's easy to spread misinformation
so simply changing places will not fix this problem, you need a whole social order to be established, which involves leadership, rank, etc

in these shilled communities, 1/10 are there to discuss things, and the other 9/10 just to lurk and shape their perception based on what is shilled. plus, shilling is deeper than social media, mass media is literally Big Shilling Company. US politics are nothing but shilling. If you observe any debate of theirs, it's always a soap opera where the shiller has an audience booing the opponent and acting shocked at his propositions.

In retrospect, bureaucracy would have to be too perfect and too totalitarian (and therefore exploitable) to ever be able to fight misinformation. The only viable way is to have an educated population who does their own bloody research, but we all know how that goes.
The % of people who do this now in the attention-span-market days must be at an all time low.
