I don't understand how he would be overrated. He has probably the best "basic" writing style I have ever seen. He writes so solidly and clearly and really makes you picture what is happening. He describes basically anything he sees (and his characters) like they're just normal people so he really makes you empathize with it.

What I find he is really good at, is describing inner monologue. Often throughout 1984, when we see how Winston is feeling, these are the most powerful parts of the book. And it's why 1984 is way more readable than Brave New World, even if the ideas are perhaps less advanced.
