It's completely a meme. Only people I've ever seen bring it up fall exactly into the cases you describe.
The issue with writing is that, unlike e.g. painting or music production, everybody thinks they're qualified just by virtue of being literate.

I can write drivel anytime and desu I probably shouldn't post this by that logic. There is no end to what I can write, it just won't be good.
But when I have the divine spark, goodness gracious do I write shockingly well.
But I never know when that spark is gonna arc.

"Writer's block" is simply the shame of not writing. Writers understand that not writing is as important as writing--they oscillate. Writers don't get writer's block, because they are not ashamed. Uninteresting normalfags, poseurs, and dilettantes get writer's block.

Im not a writer but i know everything with that spark is greatly better and i recognize it when i read some works. This is why ashtavakra gita a short work will infinitely be better than many 1000s of pages books.
If i write something someday it will be out of channeling that expression rather than ego.
