People tend to make the argument that a particular criminal is an innocent victim of his environment, of society. They believe that what the criminal did should not be held against him or her. By accepting this premise, those dispensing mercy are saying that everyone else should feel guilty for whatever action the individual criminal performed. People who hold this view act as though it is normal to not care about justice. They don’t care about the victim, but are anxious to defend the guilty.

The cruelest injustice performed in the case of mercy, is not the guilty party but by decent citizens. When the guilty are not to be treated as guilty, the victims can not be looked on as victims. The victims loss and pain is ignored in favor of pampering and rewarding the guilty.

Justice recognizes a man for what he is and treats him accordingly. Mercy treats the guilty party better than they deserve, therefore giving the victim less than what they deserve. The guilty cry for mercy; the victim asks for justice. Mercy can only be granted to the guilty at the expense of the victim.

The quality of mercy is not strained. It droppeth as the gentle rain from heaven upon the place beneath. It is twice blest: it blesseth him that gives and him that takes.

'Tis mightiest in the mightiest; it becomes the thronèd monarch better than his crown. His scepter shows the force of temporal power, the attribute to awe and majesty wherein doth sit the dread and fear of kings. But mercy is above this sceptered sway. It is enthronèd in the hearts of kings; it is an attribute to God Himself;
And earthly power doth then show likest God's when mercy seasons justice.

Therefore, Jew, though justice be thy plea, consider this: that in the course of justice none of us should see salvation.
